This now means that the LDP coalition holds a minority in both the Upper and Lower Houses — the first time it has been in this position since the party was established in 1955.

Many commentators considered this election a referendum on Ishiba’s leadership, particularly his response to Japan’s persistent inflation and stagnant wage growth (the former of which is a novelty in Japan). The electorate expressed frustration over rising living costs, especially food and energy prices, which have outpaced income gains for much of the population. The government’s attempts to cushion the blow through subsidies and tax relief were viewed as too little, too late, and failed to reverse the perception that the LDP had lost touch with ordinary citizens.

The LDP also came under pressure from the unexpected surge of the right-wing populist Sanseito party, which capitalised on nationalist sentiment and anti-immigration rhetoric. Running on a “Japanese First” platform, Sanseito unexpectedly secured an additional 14 seats, up from their previous total of one.

Meanwhile, the conservative DPP now holds 22 seats — a major increase from their previous total of 10.

Elsewhere, the Constitutional Democratic Party (CDP) and other progressive groups campaigned on promises of tax cuts, increased welfare spending, and stronger consumer protections. It’s thought that their messaging resonated with voters who felt left behind by the LDP’s pro-business policies and who were demanding a more equitable economic model.

While the House of Councillors does not have the power to bring down the government, the loss of a majority complicates Ishiba’s legislative agenda and raises the risk of policy gridlock. Key reforms — including those related to pension sustainability and digital infrastructure — may now face delays or require significant compromise. The government’s ability to pass budgets and ratify international agreements could also be hampered, forcing Ishiba to seek support from independents or smaller parties.

The timing of the political turmoil is particularly sensitive, not least because Japan faces a looming trade deadline with the United States. Currently, negotiations over a bilateral agreement have stalled, and failure to reach a deal by Trump’s ‘deadline’ of 1 August could result in tariffs on Japanese exports.

Ishiba has framed the talks as a matter of national urgency, but his weakened mandate could undermine Japan’s leverage at the negotiating table and embolden US demands.

Within the LDP, the result has sparked renewed speculation about Ishiba’s future. His approval ratings have been in steady decline, and party insiders are reportedly exploring leadership alternatives. While Ishiba has vowed to stay on and regroup, the dual losses in both houses of parliament have left him politically exposed and increasingly isolated.

For now, the focus will shift to coalition-building and legislative strategy, as the government seeks to navigate a more fragmented and unpredictable Upper House. Opposition parties, emboldened by their gains, are expected to push for greater influence over fiscal policy and social spending — setting the stage for contentious negotiations in the months ahead. The outcome of these talks will likely determine whether Ishiba can salvage his premiership or whether Japan is headed for another period of political turmoil.

Japanese Prime Minister Shigeru Ishiba’s ruling coalition suffered a significant blow in Japan’s Upper House election on Sunday…

[1

16
post-11523","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-morning-updates","rp-language-en_gb
["GET
