World Porridge Day, Undernutrition, Sustainable Development Goals, and UK Aid<\/h2>\n <\/div>\n

Today marks World Porridge Day. The event first started in 2009 in an effort to raise money and awareness for Mary’s Meals \u2013 an Argyll based charity \u2013 which aims to feed hungry children across developing countries. More broadly, the day looks to raise support and awareness for undernutrition across the globe.<\/p>\n

The charity delivers food to some 2.4m children each day, a significant increase from 300,000 in 2009. Mary\u2019s Meals now provides food to children in Benin, Ecuador, Ethiopia, Haiti, India, Kenya, Lebanon, Liberia, Madagascar, Malawi, Mozambique, Niger, South Sudan, Syria, Yemen, Zambia, and Zimbabwe at a cost of \u00a319.15 per child per year.<\/p>\n

Undernutrition continues pose an existential threat to millions of children across the globe. According to UNICEF, \u201cnearly half of all deaths in children under 5 are attributable to undernutrition; undernutrition puts children at greater risk of dying from common infections, increases the frequency and severity of such infections, and delays recovery.\u201d It\u2019s also estimated that in 2021, 2.4 million children who died under the age of five had their deaths attributed to malnutrition. Moreover, according to Save the Children, one child was born into hunger every two seconds in 2023.<\/p>\n

With goal 2 of the Sustainable Development Goals (SDG 2) being to \u201cend hunger, achieve food security and improved nutrition, and promote sustainable agriculture\u201d by 2030, it\u2019s evident that the scale of the challenge remains enormous.<\/p>\n

According to the UK working group of the International Coalition for Advocacy on Nutrition (ICAN UK), the FCDO needs to reconfirm its previous commitment to \u201creach more than 50 million children, women and adolescent girls with nutrition interventions in the next five years\u201d (something which it didn\u2019t do at the last Nutrition for Growth Summit). According to the group, such a commitment is necessary \u201cto ensure consistency with its previous achievements and move closer to meet the SDG 2 by 2030\u201d. This comes alongside their calls for the FCDO to increase its financial support to nutrition.<\/p>\n

Such calls for the FCDO to increase spending on nutrition, come against a decrease in the UK\u2019s foreign aid commitments.<\/p>\n

The commitment to spend 0.7% of UK GNI on foreign aid was one of the Conservatives\u2019 flagship policies under the then Prime Minster David Cameron and was written into law in in March 2015.<\/p>\n

At that time the UK was the first country in the G7 to write such a commitment into law, when only five other countries (Sweden, Norway, the UAE, Denmark and Luxembourg) meet the 0.7% commitment laid out by the UN in 1970.<\/p>\n

In fact, the 0.7% target was reached two years before it was enshrined into law following the conservatives manifesto commitment to achieve it.<\/p>\n

The commitment was then downgraded in 2020 under Rishi Sunak, as No.11 looked for ways to cut spending during the pandemic. Under the new arrangement, the UK would spend 0.5% of GNI on international aid and development instead, with the intention of returning to 0.7% when the government debt-to-gdp ratio was healthier.<\/p>\n

An article in the Guardian last month however signalled that UK overseas aid spending will reach 17-year low. This is because an increasing proportion of the UK\u2019s overseas aid budget is being in the UK.<\/p>\n

Under existing international aid rules, some of the costs associated with supporting refugees and asylum seekers who arrive in a host country can qualify as official development assistance (ODA) for the first year. This is called \u2018in-donor refugee costs\u2019.<\/p>\n

Organisations thus warn that the UK will provide just 0.36% of its GNI to overseas aid which goes overseas and attention therefore remains on the budget at the end of this month.<\/p>\n

When looking internationally, Luxembourg represents the country with the largest contribution to foreign aid as a percentage of GNI at 1.05%.
